What is the Employment Insurance System (EIS)?
The Employment Insurance System (EIS) was officially implemented on January 1, 2018, to provide financial protection and assistance services for unemployed employees. It consists of two key benefits: financial aid and employment assistance services.
EIS covers employees who are retrenched from private-sector jobs in Malaysia. However, it does not cover employees who resign voluntarily, whose contracts expire, or who lose their jobs due to disciplinary issues or reaching the statutory retirement age.
EIS is implemented in two phases:
• Phase 1 began in 2018
• Phase 2 began in 2019

Phase 1 (Starting from January 1, 2018)
From January 1, 2018, employers and employees are each required to contribute 0.2% of the employee’s monthly basic salary to the EIS fund.
This fund is used to cover financial aid payments and employment assistance services starting in 2019.
The maximum monthly salary subject to EIS contributions is capped at RM4,000. This means that if an employee earns more than RM4,000 per month, both the employer and the employee will only contribute 0.2% of RM4,000.

Phase 2 and Employment Assistance Program (Starting from January 1, 2019)
From January 1, 2019, the Social Security Organization (SOCSO) began providing financial aid (Job Search Allowance) and employment assistance services under Phase 2 of the EIS.
The Job Search Allowance is calculated based on a percentage of the employee’s last drawn salary before retrenchment. The duration of financial assistance depends on how long the employee has contributed to EIS.
The Job Search Allowance is paid as follows:
• 1st month – 80% of last drawn salary
• 2nd month – 50% of last drawn salary
• 3rd month – 40% of last drawn salary
• 4th month – 40% of last drawn salary
• 5th month – 30% of last drawn salary
• 6th month – 30% of last drawn salary
Payments will stop once the employee finds a job or after six months of receiving benefits.

Employment Assistance Services
SOCSO will interview unemployed individuals and work with government agencies and private recruitment firms to help them find new jobs.
If an unemployed individual secures a job within six months, SOCSO will stop the Job Search Allowance but will pay an Early Reemployment Allowance equivalent to 25% of the remaining Job Search Allowance.
Additionally, if SOCSO or potential employers determine that an unemployed individual requires training to acquire new skills or upgrade existing ones, SOCSO may cover up to RM4,000 in course fees.
During the training period, the unemployed individual may also receive a training allowance ranging from RM10 to RM20 per day.

何为就业保险系统(EIS)?
就业保险系统(EIS)将在2018年1月1日正式实施,提供失业员工一个保障及援助服务。它是由两个福利组成,即财务援助和就业帮助服务。
就业保险系统 (EIS) 涵盖所有本地私人企业被裁退的员工,但是不包含自愿离职,合约到期,因纪律问题或法定退休年龄而失业的员工。
就业保险系统将会分为两个阶段逐步进行,第1阶段在2018年开始而第2阶段则在2019年开始实施。
第1阶段(2018年1月1日开始)
自2018年1月1日,雇主与雇员各自需要缴付雇员基本工资的0.2%与累积就业保险系统(EIS)基金。
这项基金会用以2019年开始的财务援助支出以及就业帮助服务。
该付款的最高每月薪资锁定在RM4,000, 也就是说如果雇员的薪金每月超过RM4,000,雇主与雇员各自都只需缴付RM4,000的0.2%。
第2阶段与就业帮助计划 (2019年1月1日开始)
社会保险机构(SOCSO)会在2019年1月1日开始的第2阶段正式提供财务援助(找工津贴)及就业帮助服务。该找工津贴是根据薪资的百分比计算。
视该失业员工已交付多久的保费,他们在被裁退后的3至6个月内获得一定比例的薪金,该薪金是以他们最后一次获得的薪金来计算。
第1个月的找工津贴是薪金的80%,之后的月份是薪金的50%, 40%, 40%, 30%和30%。这项找工津贴将在六个月后或是该雇员找到工作后停止。
社会保险机构(SOSCO) 将会面试失业员工并与其他政府部门及私人招聘代理一起协助该员工寻找工作。假设他们在失业6个月内获得任何工作。社会保险机构(SOSCO)将会停止支付找工津贴,但是社会保险机构(SOSCO) 将会支付该员工提前就业津贴 (相等于尚未支付的找工津贴的25%)。
另外,如果社会保险机构(SOSCO)或是潜在雇主认为失业员工需要上课学习新技能或提升现有技术,社会保险机构(SOSCO)可支付最高RM4,000的课程培训费。该失业员工在培训过程中也可享有介于RM10至RM20的培训津贴。
