Anwar Defends Budi95 300-Litre Cap, Says Majority Use Far Less Than Quota


Prime Minister Anwar Ibrahim has dismissed claims that the 300-litre monthly quota under the Budi Madani RON95 (Budi95) programme is insufficient, stressing that official consumption data does not support such criticism. He said the figures clearly show that the majority of Malaysians use far less fuel than the allocated limit.

According to usage data, the average monthly fuel consumption is below 100 litres, while about 90% of Malaysians use no more than 200 litres per month, indicating that most beneficiaries do not exceed the cap. Anwar emphasised that the targeted subsidy mechanism is based on actual consumption data, not assumptions, ensuring the allocation reflects real-world needs.



He also highlighted the programme’s operational strength, noting that the system processes approximately 3.1 million transactions daily and continues to run smoothly. Describing Budi95 as a major administrative achievement, he said the large transaction volume would normally pose significant challenges, but the implementation has remained efficient and orderly.

As of February 11, 14.6 million Malaysians have benefited from subsidised RON95 under the programme. The government expects the initiative to save at least RM2.5 billion this year, depending on global crude oil prices and exchange rate movements. Anwar added that the targeted approach helps reduce subsidy leakages while ensuring aid reaches those who genuinely need it, without compromising economic stability.
