MOT Defends Single-Source Procurement for RM7.93 Billion Penang Mutiara Line LRT Package 1

The Ministry of Transport (MOT) has justified the use of a single-source Request for Proposal (RFP) mechanism for the RM7.93 billion Package 1 contract of the Penang Mutiara Line Light Rail Transit (LRT) project, citing the need for project continuity, legal certainty and implementation efficiency.

The Mutiara Line was originally conceived under the Penang Transport Master Plan (PTMP) as a state-led infrastructure project funded through proceeds from the proposed Penang South Islands reclamation development. In 2015, the Penang state government appointed SRS Consortium Sdn Bhd as the project delivery partner through an open tender exercise.

The project underwent a significant transition in March 2024 when the federal government agreed to fully finance and take over its implementation. As part of the arrangement, land reclamation was limited to a single island, while MRT Corp was appointed as the project's developer and asset owner following Cabinet approval.

MOT explained that although the federal government was not contractually bound to the original agreement between the state government and SRS Consortium, retaining the consortium's involvement was considered necessary. The state government had requested the continuation to minimise the risk of contractual disputes and preserve the extensive technical expertise accumulated throughout the project's development phase.

Over the years, SRS Consortium had invested in rail alignment planning, engineering studies, environmental impact assessments (EIA), social impact assessments (SIA) and railway scheme approvals. The ministry noted that maintaining this institutional knowledge would help accelerate project execution and reduce the need to duplicate previous work.

The ministry also clarified that a single-source RFP should not be equated with direct negotiations. It emphasised that SRS Consortium had originally secured its role through a competitive open tender process, making the current procurement approach a continuation of an established project framework rather than a new award without competition.

To safeguard public interest and ensure cost effectiveness, MRT Corp carried out comprehensive engineering reviews and infrastructure studies after taking over the project. Independent cost assessments were also conducted by two separate quantity surveying firms. Negotiations for the Package 1 contract commenced in April 2024 and lasted approximately eight months, covering technical, commercial and cost evaluations.

A subsequent value management exercise undertaken in April 2025 further refined the project's scope and cost structure. Following these assessments, the final contract value was set at RM7.93 billion.

Looking ahead, MOT stated that Package 2 and Package 3 of the Mutiara Line LRT project will be procured through open tender processes. This requirement is intended to promote transparency, encourage healthy competition and ensure accountability in future phases of the project.

Targeted for completion in 2031, the Penang Mutiara Line LRT will comprise 22 stations. The line will connect Penang Sentral in Butterworth to Macallum Street on Penang Island via a 6km cross-strait bridge, creating a major public transport link between the mainland and the island.
