KUALA LUMPUR (Feb 10) — Kuala Lumpur City Hall (DBKL) has officially launched a One-Stop Centre (OSC) Portal to enhance transparency and accountability in the city’s urban planning and development processes.
Minister in the Prime Minister’s Department (Federal Territory) Hannah Yeoh explained that the portal allows the public to access information on development applications within their neighbourhoods and verify whether projects have obtained the necessary approvals from relevant authorities.
“To safeguard the rights of landowners and applicants, a dedicated public access section has been established in the OSC Portal. Only non-confidential planning information will be displayed, while sensitive details such as proprietary building plans and confidential documents remain protected,” she said.
The initiative is expected to boost public confidence in Kuala Lumpur’s planning framework, ensuring development activities are conducted in an orderly, compliant, and accountable manner. Hannah Yeoh highlighted that such openness in urban planning aligns with international best practices, where public access to fundamental planning information is considered a civic right rather than restricted knowledge.
“This reform has long been advocated by Members of Parliament, civil society groups, and residents’ associations, and we are proud to see it realised today. I also commend the mayor of Kuala Lumpur, Datuk Seri Fadlun Mak Ujud, for implementing this measure promptly. The city belongs to its people, and everyone has a role in shaping its future,” she added.
The portal can be accessed by the public at osc3plus.dbkl.gov.my, allowing communities and investors to review relevant development information efficiently.
