KPKT to Continue Consultations to Strengthen Urban Renewal Bill

PUTRAJAYA (Jan 26): The Housing and Local Government Ministry (KPKT) will continue holding engagement sessions with stakeholders to refine and improve the Urban Renewal Bill, following the Cabinet’s recent decision to retract the legislation for further review.

Minister Nga Kor Ming said the ministry will engage with local residents, academics, elected representatives, and industry experts to ensure a wide range of perspectives are incorporated into the drafting process.

“The goal of the Bill is to enhance the quality of life in neglected urban areas, rejuvenate local socio-economic activity, and protect the rights of original property owners during urban redevelopment,” Nga stated. “We are carefully studying all feedback to ensure that homeowners’ rights are safeguarded in a more comprehensive manner.”

He added that the Bill will be reintroduced in an improved format once the consultation process has concluded. “KPKT remains committed to an Urban Renewal Act that promotes safer, better-planned, sustainable, and liveable urban spaces, in line with the Madani government’s vision,” he said.

The Cabinet, according to Madani government spokesperson Datuk Fahmi Fadzil, had agreed in principle that the Bill requires improvements to address housing issues in urban centres fairly, especially those affecting lower-income communities.

The Urban Renewal Bill was first tabled for its second reading on Aug 28, 2025, but debate was postponed before it could proceed to a vote.

For property developers, investors, and stakeholders in Kuala Lumpur and Selangor, including areas such as Bukit Jalil, Puchong, and Subang, the revised Bill is expected to have implications on redevelopment projects involving commercial property in KL, office space in Bukit Jalil, and potential urban land consolidation for industrial property in Selangor. Developers and landowners are closely monitoring the process, as the updated legislation may shape future urban regeneration and investment strategies in the Klang Valley.
