KUALA LUMPUR (Nov 6, 2025) — The Ministry of Housing and Local Government (KPKT) has introduced a price mapping system for affordable homes, aligning house prices with median income levels by state and district to improve affordability and market transparency.
The initiative uses data from the 2022 Household Income and Basic Amenities Survey Report, offering developers a detailed guide to determine appropriate selling prices for affordable homes in specific localities. The information is publicly available through the Affordable Housing Information Dashboard on the Malaysia Urban Observatory website.
“This mapping provides a clear benchmark for developers and housing agencies to ensure that home prices reflect local purchasing power,” said Housing and Local Government Minister Nga Kor Ming.
Nga added that the ministry is also studying the redevelopment of abandoned commercial buildings into affordable housing projects, as part of efforts to revitalise urban areas and expand housing supply without adding financial strain to the government.
“A comprehensive study is underway, covering legal, technical, and financial aspects to ensure the initiative benefits the public effectively,” he said.
To further support homeownership, Perbadanan PR1MA Malaysia (PR1MA) has launched the “Rumah PR1MA Kita” campaign, running until Dec 31, 2025.
The campaign provides attractive incentives for first-time buyers, including:
Discounts of up to 25% on selected residential units,
One year of free internet access,
Smart home device packages, and
Full coverage of legal fees.
These benefits aim to reduce financial barriers for new homeowners, complementing Malaysia’s broader affordable housing agenda under the MADANI government.
Responding to questions in Parliament, KPKT clarified that the target of one million affordable homes includes projects by federal, state, and private housing providers across the 12th and 13th Malaysia Plans.
To accelerate development, RM38 million has been approved this year for Bandar PR1MA Teluk Intan in Perak, while RM75 million was allocated for the People’s Housing Project (PRR) Harmoni Bestari Jaya in Selangor — which also aims to address housing shortages among plantation workers.
Under Budget 2026, PR1MA will receive RM30.1 million to begin preliminary works for three new projects in 2026.
Since its formation, PR1MA has completed 91 housing projects nationwide, delivering over 54,000 residential units and benefiting more than 175,000 Malaysians.
Under its Strategic Development Framework, PR1MA plans to construct 25,000 new units by 2030, contributing to the government’s overall target of 500,000 affordable homes.
Upcoming projects include:
Residensi Brickfields 2 and Bandar MADANI Bukit Jalil in Kuala Lumpur,
Residensi Padang Temu in Melaka,
Bandar PR1MA Teluk Intan in Perak, and
Teluk Kumbar in Penang.
These developments are expected to spur supporting economic activity across commercial property markets in KL and office spaces in Bukit Jalil, while also driving infrastructure growth around industrial hubs in Selangor, Puchong, and the Subang area.
Nga highlighted that KPKT’s Affordable Housing Policy (DRMM) — which caps affordable home prices at RM300,000 (subject to state housing regulations) — has contributed to Malaysia’s rising homeownership rate, now at 76.5%.
“Our ministry remains steadfast in ensuring that every Malaysian has access to quality, safe, and affordable housing. We will continue to adopt flexible and inclusive approaches to achieve the government’s vision of ‘shelter for all’,” Nga said.
The ministry’s combined initiatives — from price mapping to urban redevelopment — are expected to enhance affordability and promote sustainable housing growth, benefiting communities and stimulating real estate development across key economic corridors, including industrial land in Selangor and commercial districts in Kuala Lumpur.
