The Selangor State Government is currently in the final stages of resolving land matters for the initial phase of the proposed Port Klang Third Terminal development on Carey Island, marking a key step forward in one of Malaysia’s major logistics infrastructure projects.
Transport Minister Anthony Loke stated that discussions are ongoing between the Transport Ministry, the Selangor government and private sector stakeholders to finalise the land settlement process. The project is expected to be developed under a Build-Operate-Transfer (BOT) concession model.
He noted that while the government is targeting to commence construction within the year, resolving land ownership and acquisition issues remains the immediate priority before physical development can begin.
The Port Klang Third Terminal project is recognised as a strategic initiative aimed at strengthening Malaysia’s position in the regional and global port and logistics industry. The development is intended to enhance capacity and improve the country’s economic competitiveness in maritime trade.
The government had previously approved the project, and it has also been identified as a priority initiative by national leadership to accelerate infrastructure development in key economic sectors.
The proposed terminal is planned on Carey Island in Selangor, an area identified as suitable for large-scale port expansion due to its coastal geography and proximity to existing logistics infrastructure.
Selangor state authorities have identified approximately 1,699.68 hectares of land for the proposed third port development. This includes both seabed and coastal land under different state-linked entities.
The scale of the project reflects its long-term importance in expanding Port Klang’s capacity and supporting Malaysia’s growing trade and logistics requirements.
The development will involve a collaboration between government agencies and the private sector through a concession-based structure. This model is intended to support efficient project delivery while leveraging private sector expertise in infrastructure development and operations.
The Build-Operate-Transfer approach means that a private entity will construct and operate the terminal for a specified period before eventually transferring ownership or control back to the government.
Alongside infrastructure development, efforts are also being made to strengthen Malaysia’s logistics workforce. A memorandum of understanding (MoU) was recently signed between the Port Klang Free Zone (PKFZ) and the Armed Forces Ex-Servicemen’s Affairs Corporation (Perhebat) to support employment opportunities for military retirees.
This initiative aims to address the shortage of skilled manpower in the logistics and heavy vehicle transport sectors, while providing structured career pathways for ex-servicemen.
The government has also introduced programmes to help military retirees obtain heavy vehicle driving licences, particularly Class E licences, to support demand in the haulage and logistics industry.
The development of the Port Klang Third Terminal represents a major infrastructure initiative that could significantly enhance Malaysia’s logistics capacity and global trade competitiveness. While land resolution remains the immediate focus, the project reflects long-term planning to expand port capabilities and support economic growth.
At the same time, complementary initiatives such as workforce development programmes highlight the government’s broader approach of aligning infrastructure expansion with human capital development.
