DBKL Opens Applications for Amendments to Kuala Lumpur Local Plan 2040 (PTKL2040)

Kuala Lumpur City Hall (Kuala Lumpur City Hall (DBKL)) has announced that it is inviting landowners, property developers, and members of the public to submit applications for amendments to the Kuala Lumpur Local Plan 2040 (PTKL2040), the city’s primary statutory planning document.


The Local Plan 2040 (PTKL2040) serves as a key reference guiding land use, zoning, development intensity, and urban planning policies in Kuala Lumpur, aligned with the broader strategic framework of the Kuala Lumpur Structure Plan 2040. It was gazetted on May 28 last year and has recently come into full effect as the official development reference for the city.


Submission process and requirements


Interested parties who wish to propose amendments must submit a letter of intent to DBKL’s city planning department by 5pm on July 10. The submission must include:


Justification for the proposed amendment


A clear location plan or site plan


Latest land title documents for the affected property


Applicants will also be required to appoint a registered town planner to prepare a detailed Local Plan amendment proposal report, depending on the scope of their submission. Guidelines for preparing this report are available through the Kuala Lumpur Development Plan portal.


Purpose of local plan amendments


DBKL explained that amendments to a gazetted local plan are part of a dynamic urban planning approach. This mechanism allows adjustments to be made in response to evolving economic conditions, development needs, and policy alignment requirements.
