Penang Advances Land Acquisition and Relocation Efforts for Mutiara Line LRT Project

The Penang state government is currently prioritising land acquisition and relocation arrangements as part of the ongoing development of the Mutiara Line Light Rail Transit (LRT) project.

According to Chow Kon Yeow, Chief Minister of Penang, project-related activities are progressing according to schedule, with the state government overseeing matters related to land acquisition and ensuring that residents affected by the rail alignment are properly resettled.

He explained that the authorities are now implementing relocation plans and coordinating the transfer of land parcels so that construction sites can be handed over to the project contractor within the agreed timeline.

“Various schedules have been prepared to ensure the relocation process is completed smoothly and that the project site can be delivered to the contractor without delay,” Chow said when speaking to reporters at a Chinese New Year banquet and International Women’s Day celebration organised by the Penang Chinese Women's Chamber of Commerce.

Limited Number of Homes Affected

Chow noted that only a small number of residential properties are affected by the project so far. In the Sungai Dua area, approximately 12 houses have been identified for relocation.

The affected properties are located within a village area near the Road Transport Department Malaysia (JPJ) office, where the rail alignment will pass through.

Because the project corridor only intersects a small residential pocket, the number of households requiring relocation remains relatively limited compared to other major infrastructure projects.

Construction Timeline and Project Scope

Construction of the Mutiara Line LRT began in 2025 and is expected to take several years to complete. The rail network is scheduled to begin operations by December 2031.

The proposed system will span approximately 29.67 kilometres and feature 20 stations, along with two additional provisional stations planned for future expansion.

The development is being implemented by Mass Rapid Transit Corporation Sdn Bhd (MRT Corp), which is responsible for overseeing engineering works, technical planning, and the appointment of contractors for the project.

Improving Urban Connectivity

Once operational, the Mutiara Line is expected to significantly improve transportation connectivity between Penang Island and the mainland. The rail system aims to reduce road congestion while providing residents with a more efficient and reliable public transport option.

Large-scale infrastructure upgrades such as urban rail networks often play a key role in shaping property development and investment trends. Improved connectivity typically supports the growth of commercial and industrial zones by enhancing accessibility for businesses and workers.

This trend can already be observed in key Malaysian growth corridors such as Kuala Lumpur and Selangor, where transport infrastructure continues to influence demand for commercial property in KL, industrial land in Selangor, and business hubs offering office space in Bukit Jalil.

Similarly, improved accessibility has supported industrial expansion in locations such as Puchong, where companies are actively seeking factory space in Puchong, as well as logistics and manufacturing facilities within the Subang area, a key cluster for industrial property in the Subang area.
