What Is Solar Rakyat Sabah?

A Solar Programme Designed for Sabah Homes

Solar Rakyat Sabah allows eligible homeowners to install a rooftop solar PV system mainly for their own daytime electricity usage.

During the day, your home uses solar energy first. When your solar system produces more than your household consumes, eligible excess energy can be exported to the grid and measured through a bi-directional smart meter.

This can help reduce your electricity bill while allowing your home to contribute to Sabah’s cleaner energy future.

Solar Rakyat Sabah is designed for self-consumption, not for selling electricity as cash income. Energy credits are used to offset eligible electricity charges and are subject to programme billing and settlement terms.

  • Have no unresolved account or compliance issues
  • Are not currently participating in another solar programme, unless the required termination or conversion process has been completed

Solar panels under this programme are permitted on rooftops or porches within the same residential premise. Ground-mounted systems are not permitted.

What System Size Can I Install?

Right-Sized for Your Home and Electricity Supply

Single-Phase Home - Up to 5kWac

Suitable for many landed residential homes with moderate daytime electricity usage.

Three-Phase Home - Up to 10kWac

Suitable for larger homes with higher electricity consumption, more air-conditioners, larger households or home-based daytime usage.

Your final system size should be based on your electricity usage, daytime consumption pattern, roof space, shading, electrical setup and programme approval. Bigger is not always better. A well-sized system creates a cleaner savings story.


How the Process Works:

From Enquiry to Solar Savings

1. Submit Your Enquiry

2. Initial Eligibility Review
Our team reviews your Sabah Electricity account details, supply type, roof suitability and programme fit.

3. Site Assessment & Solar Proposal
We conduct a site survey, recommend an appropriate solar system size and prepare your quotation.

4. Application Submission
HAG Solar as appointed Electrical Contractor Class PV Grid-Connected, ECCPV-GC, manages the technical documents and submits the application through the ECoS EEISy platform.

5. Approval to Install, SRATI
Once approved, ECoS issues the Solar Rakyat Approval to Install (usually within 14 days). Installation must commence within three months of approval.

6. Installation, Testing & Commissioning
Our team installs the system, completes testing, prepares required documentation and coordinates the necessary meter process.

7. Approval to Operate, SRATO
After successful testing, commissioning and documentation submission, ECoS issues the Solar Rakyat Approval to Operate.

8. Start Generating Solar Energy
Your solar system begins producing clean energy for your home, with eligible exported energy measured through the programme meter.

Complete applications are generally notified within 14 working days, though timing may vary depending on documentation, site conditions and authority processes.
