Malaysia to Launch 2.65GW LSS6 Solar Programme with 1.25GW BESS
The sixth Large Scale Solar programme will offer 2,500MW of solar paired with 1,250MW of battery storage, together with a separate 150MW solar allocation for Bumiputera developers.
PUTRAJAYA — Malaysia is preparing to launch the sixth round of its Large Scale Solar programme, known as LSS6, offering a combined 2,650MW or 2.65GW of solar capacity across three packages.
According to information released by the Ministry of Energy Transition and Water Transformation (PETRA) , the programme is intended to expand renewable generation and support Malaysia's energy transition. A major change under LSS6 is the inclusion of Battery Energy Storage Systems, or BESS, under its two largest packages.

Projects proposed under Packages 1 and 2 may range from 60MW to 500MW. Package 3 will cover smaller projects ranging from 10MW to 30MW.

Why battery storage is included
Solar output changes with sunlight, cloud cover and the time of day. BESS can store electricity during periods of higher solar production and release it when required by the power system, supporting grid flexibility and stability.
The number of hours a battery can supply electricity depends on its MWh capacity, operating strategy, system losses and grid requirements. The announced 1,250MW figure alone cannot be used to calculate storage duration.
Southern Malaysia and local manufacturing
LSS6 will prioritise strategic locations experiencing rapid electricity-demand growth, particularly southern Peninsular Malaysia. This is relevant to Johor, where data centres, advanced manufacturing and industrial development are increasing power demand.
PETRA also said priority will be given to projects using renewable-energy products manufactured in Malaysia, including locally produced photovoltaic modules. The precise requirements will depend on the technical and evaluation criteria in the official Request for Proposal documents.
Investment, jobs and RFP schedule
PETRA projects that LSS6 could attract RM13 billion to RM15 billion in private investment, create about 15,000 to 20,000 jobs during development and construction, and reduce carbon dioxide emissions by approximately 2.6 million tonnes annually.
These are government projections based on successful programme implementation, not outcomes that have already been achieved.

Does LSS6 apply to rooftop solar?
No. LSS6 is a competitive programme for large-scale power plants. It is not a residential rebate and does not replace Solar ATAP or SuRIA Home. It is also separate from a standard commercial rooftop installation for a factory, shop, office or warehouse.

No. MW measures charging or discharging power, while MWh measures the amount of energy stored.
Have LSS6 projects started generating electricity?
No. The programme is entering the tender stage. Projects must complete approvals, financing, construction, grid connection and commissioning before operation.
