KUALA LUMPUR (June 6): Malaysia will require all shopping malls nationwide to provide recycling centres as part of the conditions for business licence applications and renewals, beginning this month.
The Ministry of Housing and Local Government announced that the initiative will initially focus on engagement and awareness programmes aimed at encouraging voluntary participation among shopping mall operators. This phase will be followed by pilot projects under selected local authorities to evaluate the effectiveness of the programme before enforcement is gradually expanded to cover all shopping centres nationwide.
The move is part of the government's broader effort to strengthen solid waste management, improve public access to recycling facilities and accelerate Malaysia's transition towards a circular economy.
According to the ministry, Malaysia currently generates more than 39,000 tonnes of solid waste daily, highlighting the need for more accessible recycling infrastructure and greater public participation in waste reduction efforts.
Housing and Local Government Minister Nga Kor Ming said shopping malls are among the most frequently visited public destinations, making them ideal locations for recycling facilities.
By placing recycling centres in strategic and easily accessible locations, the government aims to encourage the public to separate and dispose of recyclable materials more responsibly.
Several shopping malls in the Klang Valley have already introduced public recycling facilities, providing a model for wider implementation across the country.
To support the nationwide rollout, the ministry will collaborate with state governments, local authorities, shopping mall operators and relevant agencies to develop clear and consistent guidelines for implementation.
