Penang Strengthens Oversight of Development Projects to Ensure Timely Completion

BALIK PULAU (May 30) – The Penang state government has directed all State Executive Council (Exco) members, government departments, agencies, and local authorities to intensify monitoring of development projects across the state to ensure they progress according to schedule.


Chief Minister Chow Kon Yeow said closer supervision is necessary to ensure planned projects are completed within the stipulated timeframe and continue delivering benefits to the public.


Speaking during a walkabout at the Balik Pulau morning market as part of the Jelajah Ketua Menteri Programme, Chow emphasized that agencies responsible for projects must actively monitor implementation and accelerate the commencement of projects that have yet to begin.


He noted that projects currently under construction require continuous oversight to ensure work progresses as planned and meets targeted completion dates.


According to Chow, delays can arise from various factors if issues are not addressed promptly. Timely completion of development projects is important not only for resolving public concerns but also for enhancing Penang’s competitiveness and strengthening the state's ability to address future challenges, including climate change.


He called on Exco members to take a more proactive leadership role within their respective portfolios, ensuring development initiatives are executed efficiently and according to approved plans.


Chow acknowledged that the public closely monitors government performance and frequently raises concerns about delayed or underperforming projects. As the state government enters the latter half of its term, greater emphasis will be placed on project monitoring and implementation to sustain positive development outcomes.


He added that project delays are often linked to technical challenges, including weaknesses during the planning and feasibility study stages, where potential issues may not have been identified comprehensively before implementation. Nevertheless, he stressed that the situation remains manageable and that the focus should remain on delivering visible progress for the people of Penang.
