HRD Corp Grant Rules Changes 2026: What Employers Need to Know

New HRD Corp Grant Requirements Effective 15 June 2026

HRD Corp has introduced new grant application requirements for selected levy-based training schemes effective 15 June 2026. These changes aim to improve planning, documentation accuracy, and grant processing efficiency.

Employers planning to conduct HRD Corp claimable training programs should take note of these important updates to avoid delays, rejected applications, or claim issues.


Affected HRD Corp Schemes

The new requirements apply to the following levy-based grant schemes:

  • Human Capital Development (HCC)
  • Skim Bantuan Latihan (SBL)
  • Skim Bantuan Latihan Khas (SLB)
  • Future Workers Training (FWT)

Key Changes Under the New HRD Corp Grant Rules

1. Training Approval Must Be Obtained Before Training Starts

Training programs cannot commence while waiting for grant approval.

Important: Employers must receive official grant approval before conducting any training sessions.


2. 14-Day Advance Application Requirement

Grant applications must be submitted and approved at least 14 calendar days before the training start date.

This means companies need to plan their training schedules earlier and prepare all required documents in advance.


3. Training Must Start Within 14–90 Days After Approval

Once a grant is approved:

  • Training can only start after 14 days from the approval date.
  • Training must commence within 90 days from the approval date.

Failure to conduct the training within this period may require a new application.


4. One Query Opportunity Only

Each grant application is limited to one query issuance by HRD Corp.

Employers should ensure all submitted information is accurate and complete to avoid unnecessary complications.


5. Queries Must Be Answered Within 5 Calendar Days

If HRD Corp raises a query:

  • Employers must respond within 5 calendar days.
  • Failure to respond within the stipulated period may result in application rejection.

6. No Modification After Approval

Once a grant is approved:

  • Training dates cannot be changed.
  • Participant details cannot be amended.
  • Venue changes are not allowed.

Any changes will require cancellation and submission of a new grant application.


7. No Appeals Will Be Considered

Under the new guidelines, appeals for grant applications will no longer be entertained.

This makes proper planning and accurate submission more critical than ever.
