Complete Guide to JPJ Speed Limitation Device (SLD) Retrofit Compliance
Jabatan Pengangkutan Jalan Malaysia Safety Regulations
The Ministry of Transport (MoT) and Jabatan Pengangkutan Jalan (JPJ) have implemented strict regulations regarding the mandatory installation and verification of Speed Limitation Devices (SLD) for commercial vehicles across Malaysia. Designed to restrict maximum vehicle speeds (e.g., 90 km/h for heavy commercial trucks and buses) and improve road safety, these mandates require commercial fleet operators to ensure full compliance.
π Phased Implementation Timeline
| Phase |
Effective Date |
Target Vehicle Category |
Requirement |
| Phase 1 |
1 Oct 2025 |
Goods > 3,500kg, Express/Tour Buses > 5,000kg (Manufactured ≥ Jan 1, 2015) |
Obtain original SLD Functional Verification Slip from OEM/certified centers. |
| Phase 2 |
1 Jan 2026 |
Pre-2015 commercial vehicles equipped with ECU capability |
Activate ECU speed limiter feature and obtain Verification Slip. |
| Phase 3 |
1 Jul 2026 |
Pre-2015 commercial vehicles without ECU / SLD capability |
Install an approved retrofit SLD hardware device by a JPJ-appointed installer. |
βΉοΈ Deferment Grace Period Notice: MoT has granted a grace period for full Phase 3 enforcement to allow fleet owners and operators sufficient time for technical planning, installer scheduling, and verification without disrupting supply chain operations. However, interim enforcement remains active.
π οΈ What is Retrofit SLD Installation?
Retrofitting applies to older or mechanical-pump vehicles manufactured without built-in ECU speed limiting functions. Retrofitting requires fitting an approved physical Speed Limitation Device that actively controls the throttle or fuel delivery mechanism to cap top speeds.
- Approved Hardware Only: The SLD unit must be certified and tamper-proof. JPJ-Appointed Installers: Installation must be carried out strictly by recognized installers and workshops. Calibration & Verification: After installation, a certified verifier issues an official Slip Pengesahan Kefungsian SLD (Functional Verification Slip).
π PUSPAKOM Inspection & APAD Requirements
- Original Verification Slip: Present the original Slip Pengesahan Kefungsian & Laporan SLD during periodic inspections. Renewal Period: SLD functional verification slips are valid for two (2) years and must be renewed periodically. On-Board Requirement: A copy of the valid verification document must be kept inside the vehicle at all times for roadside JPJ inspection.
π‘ Practical Steps for Fleet Operators
- Identify Fleet Categories: Group your fleet by manufacturing year (pre-2015 vs. post-2015) and engine control type (ECU vs. mechanical pump). Book Installation Early: Contact certified installation centers early to avoid scheduling bottlenecks. Utilize Tax Incentives: Take advantage of government incentives, such as the Accelerated Capital Allowance (ACA) under Budget 2026, to subsidize device costs. Maintain Physical Records: Keep installation invoices, device serial numbers, and verification slips filed inside each vehicle cab.
