Does your lorry need an SLD retrofit?

JPJ enforcement Phase 3 began on 1 July 2026. Check the vehicle's BDM, build route and existing ECU/SLD system before inspection or permit renewal.

Choose the route that matches your vehicle

Newer vehicle route

Vehicles built after 1 January 2015 may already have an SLD or UN R89 speed-limiting function. The correct step may be functionality verification, not a new device.

Older vehicle / ECU route

For an older vehicle, first confirm whether the ECU already supports speed limitation. If it does, activation, 90km/h configuration and verification may be required.

Retrofit route

A vehicle without a suitable SLD system—including applicable rebuilt and used-import vehicles—needs a compliant retrofit route handled by a JPJ-recognised party.

Not every lorry needs the same solution. A physical and diagnostic assessment is safer than buying an SLD unit based only on the lorry model name.

What the JPJ guideline requires

1. Confirm category and BDM

Phase 3 includes goods vehicles with BDM above 3,500kg that do not have an SLD, plus the applicable rebuilt and used-import M3, N2 and N3 vehicles.

2. Inspect the ECU and existing system

Determine whether the vehicle needs verification, ECU activation/configuration, or a physical retrofit device.

3. Install and test through a recognised party

A retrofit device must comply with UN R89 or another standard recognised by JPJ and be configured to a maximum of 90km/h.

4. Keep both verification documents

Obtain the Slip Pengesahan and Laporan Kefungsian SLD. Present them for PPKM inspection and relevant APAD/LPKP permit matters, renew them every two years and keep them in the vehicle.

What is the SLD speed limit in Malaysia?

The latest JPJ guideline specifies a maximum configured speed of 90km/h for the SLD or ECU speed-limiting function.

Adakah lori bawah 3,500kg wajib pasang SLD?

For Phase 3 goods vehicles, JPJ states a BDM threshold above 3,500kg. Check the BDM in the registration record and seek specific advice for unusual vehicle classifications.

What documents should I receive?

The applicable recognised party should issue a Slip Pengesahan and a Laporan Kefungsian SLD after installation, inspection and testing meet the guideline.

How often must SLD documents be renewed?

Every two years under the latest JPJ guideline available on the review date.
