Suruhanjaya Tenaga Officially Launches Solar ATAP Programme (Effective 1 January 2026)
Suruhanjaya Tenaga (Energy Commission of Malaysia) has officially released the Guidelines for the Solar Accelerated Transition Action Programme (Solar ATAP), marking the start of a new national rooftop solar framework in Peninsular Malaysia, effective 1 January 2026.
Solar ATAP is introduced as an enhancement to consumer-based solar programmes, allowing TNB consumers to install solar PV systems primarily for self-consumption, while enabling excess solar energy to be exported to the grid under a transparent and cost-neutral mechanism.
Key Highlights of Solar ATAP: Applicable to domestic and non-domestic consumers
Solar PV Capacity limit to 5kW and 15kW for domestic consumers.
Solar PV capacity allowed up to 100% of Maximum Demand (Non-domestic consumers)
Excess energy exported is credited:
Domestic consumers: based on applicable Energy Charge
Non-domestic consumers: based on Average System Marginal Price (SMP)
No carry-forward of unused credits to the next billing period
Programme duration of up to 10 years
Solar ATAP is designed to support Malaysia’s energy transition by encouraging wider participation in clean energy adoption, while maintaining fairness and sustainability within the electricity supply system.
