JPJ Reopens Access to Physical Driving Licences Without Travel Requirement
Motorists in Malaysia will soon have easier access to physical driving licences, following a new directive from the Ministry of Transport (MOT). Beginning 23 January 2026, Malaysians can request a physical driving licence without having to justify overseas travel.
This move officially ends the earlier policy that limited physical licence issuance to drivers who could prove they were travelling abroad. The Road Transport Department (JPJ) has been instructed to process applications without requiring supporting travel documents.
For Malaysian citizens, the physical licence will be available at a fee of RM20, while foreign nationals will be charged RM100. Applications are open at all JPJ branches and UTC centres nationwide, and drivers from any licence class are eligible.
Selected groups will continue to enjoy fee exemptions, including drivers aged 60 and above, Class A and A1 licence holders, and registered persons with disabilities (OKU).
The update comes after Malaysia’s gradual shift towards digital licensing, introduced in early 2023. While millions of drivers have since transitioned to digital records via the MyJPJ platform, the government has reiterated that physical licences remain an available option for those who prefer them.
Digital licence holders can still access and renew their licences through the MyJPJ application at no additional cost, without the need to visit JPJ offices.
