The full enforcement of the Energy Efficiency and Conservation Act (EECA) 2024 has fundamentally changed how commercial and industrial facilities manage their HVAC infrastructure. The law explicitly targets commercial office buildings with a Gross Floor Area (GFA) of 8,000 square meters or more, as well as any industrial installation consuming 21,600 gigajoules (GJ) or more of total energy annually.

 

The primary compliance metric under this legislation is the Building Energy Intensity (BEI) rating, measured in $\text{kWh/m}^2/\text{year}$. Buildings with centralized chilled water systems must achieve and maintain a minimum 2-Star compliance threshold (a BEI ceiling of $\leq 420\ \text{kWh/m}^2/\text{year}$). Facilities that fail to hit this baseline are legally mandated to conduct an energy audit and execute an Energy Efficiency Improvement Plan via an EC-registered energy auditor. Non-compliance, failure to submit reports, or failure to display the required annual BEI star rating label carries statutory fines ranging from RM20,000 to RM100,000.

 

Because space cooling drives the vast majority of continuous energy consumption in Malaysian buildings, targeted air-side retrofits represent the most direct path to reducing energy usage, securing a premium 5-Star BEI rating ($\leq 190\ \text{kWh/m}^2/\text{year}$), and cutting Scope 2 indirect emissions.
