Kuala Lumpur, 4 February 2025 – The Ministry of Tourism, Arts and Culture (MOTAC) has set new conditions for hiring foreign workers in hotels and island resorts, focusing mainly on housekeeping roles.
Hotels must be members of MAH, MAHO or MyBHA, with a minimum of 12 rooms for Orchid–3 star ratings or 10 rooms for 4–5 star ratings. The approved ratio is 1 local to 3 foreign workers, with foreign staff allowed between the ages of 18 and 45.
Island resorts also require membership under the same associations, with at least 20 rooms. Quotas are set at 10 workers for 20–50 rooms, 20 for 50–100 rooms, and 30 for resorts with over 100 rooms.
The move is expected to give clearer guidance to operators while ensuring a balance between local and foreign employment in the tourism sector.
