Does this change the signal in any way?
No. This is a passive, straight-through adapter. It simply extends the connection while maintaining the exact same pinout.
Can I use this for my VGA port?
No. Although the shell size is similar, VGA requires 15 pins (HDS15). This is strictly for 9-pin Serial/RS232 devices.
