Starting 1 January 2026, Malaysia introduces the Solar Accelerated Transition Action Programme (Solar ATAP) — a new solar framework that enhances self-consumption while allowing consumers to export excess solar energy to the grid ⚡
Solar ATAP replaces and enhances existing consumer-based solar mechanisms by offering a cost-neutral, transparent, and flexible approach for both domestic and non-domestic electricity users in Peninsular Malaysia.
Solar ATAP allows consumers to install solar photovoltaic (PV) systems primarily for own consumption, with the added benefit of exporting surplus energy to the grid.
Unlike traditional net metering, exported energy is credited based on energy value only, ensuring fairness across all electricity consumers ⚖️
Key objectives of Solar ATAP include:
🌱 Supporting Malaysia’s energy transition goals
☀️ Encouraging wider adoption of rooftop solar
⚡ Maintaining sustainability and fairness in the electricity supply system
Under Solar ATAP:
🏠 Domestic consumers receive bill credits based on the Energy Charge component of the TNB tariff
🏭 Non-domestic consumers receive credits based on the Average System Marginal Price (SMP) published monthly by the Single Buyer
📌 Credits are used to offset electricity consumption within the same billing period and cannot be carried forward.
Solar ATAP is open to:
✔️ Existing TNB-registered consumers
✔️ Domestic and non-domestic customers
✔️ Consumers not under multi-tenant schemes
🔁 Customers currently under Net Energy Metering (NEM) or self-consumption schemes may join Solar ATAP after terminating their existing contracts
Solar ATAP provides greater flexibility in system sizing:
🏠 Domestic Consumers
Single-phase: up to 5 kW
Three-phase: up to 15 kW (CCC needed if exceed)
🏢 Non-Domestic Consumers
Up to 100% of Maximum Demand
Subject to a maximum of 1 MW, depending on grid approval
Each Solar ATAP installation is granted a maximum operating period of 10 years from the commencement date.
After this period, systems may continue operating strictly for self-consumption, subject to prevailing regulations 🔧
Applications are submitted via SEDA Malaysia’s eATAP online system, with:
📐 Technical studies such as CCC, CAS, or PSS, depending on system size
👷 Installation by SEDA-registered PV service providers (RPVSP)
