Penang Strengthens Digital Infrastructure with Full 4G Coverage and Expanding 5G Rollout

Penang’s latest telecommunications progress reflects how digital infrastructure is becoming increasingly important in supporting economic growth, smart city development, tourism, and overall quality of life. The state’s achievement of full 4G coverage in populated areas marks a significant milestone in its broader digital transformation agenda.

According to Zairil Khir Johari, Penang achieved 100% 4G coverage in populated areas as of April 2026 based on network planning projections. However, he acknowledged that some locations, particularly along coverage boundaries, still experience weak connectivity and require further improvement.

One important lesson from this development is that digital infrastructure quality is no longer measured solely by coverage percentages. Even with full projected coverage, actual user experience can still vary depending on geography, building density, network congestion, and infrastructure limitations. This explains why the Penang government continues working closely with the Malaysian Communications and Multimedia Commission (MCMC) to address remaining connectivity gaps.

Penang’s focus on improving internet access beyond urban centres shows how reliable mobile connectivity has become an essential utility for economic participation, tourism activities, remote work, digital services, and everyday communication.

The state also reported strong progress in 5G adoption, with 91.9% coverage in populated areas achieved as of April 2026. This expansion is expected to accelerate further through ongoing deployment efforts involving U Mobile and Digital Nasional Berhad (DNB).

A broader lesson is that 5G infrastructure is increasingly becoming part of long-term urban and economic planning rather than simply a telecommunications upgrade.
